Hillary Clinton has vowed
the U.S. will step up support for global Internet freedom, as citizens using
social networking sites run by Facebook and Twitter organize
demonstrations spreading across the Mideast and North Africa.
Clinton, in her second major speech against Internet restrictions, has said recent protests show how technology can accelerate "political, social, and
economic change” or "slow or extinguish that change,” referring to government
efforts in Egypt, Iran, Syria and elsewhere to restrict
online and mobile media.

Beginning
on January 11, 2011, Rising Voices is launching the latest round of microgrant
funding and is now accepting project proposals from NGOs or individuals for
funding of up
to $4,000 USD for digital media outreach projects around the
world. Ideal applicants will present innovative and detailed proposals to teach
citizen media techniques to underrepresented communities that are poorly
positioned to discover and take advantage of tools like blogging, video
blogging or podcasting on their own.

Rising Voices, an outreach initiative of Global Voices,
aims to help bringing new voices from new communities and speaking new languages to the global conversation. Rising Voices provides resources and funding
to local groups reaching out to underrepresented communities.
